The U.S. "fixing" green house gas is like taking a bucket to bail out the Titanic after it's hull hit the iceberg, and China and India are the Icebergs. Most of the the greenhouse gasses emmitted into earth's atmosphere come from China and India with unregulated smoke and chemicals spewing into the environment..and those two countries alone make up about 1/2 of the worlds population. The Kyoto Protocol further ties the hands of U.S. businesses and lets Walmart's favorite supplier, China, run unchecked. If we americans want to have an effect on greenhouse gas then we should stop shopping at Walmart, which will in turn slow China's production.
China and India were part of these talks as were Australia, Japan, and South Korea. All nations in attendance were stellar examples of the private sector choosing to regulate itself. Except for Japan which has actually signed the Kyoto Protocol and started to take measures towards achieving those goals by telling industry to keep those emissions down. Like that has ever worked.
But yeah, China is a mega-poluter the likes of which has not been seen since the industrial revolution in Britain.
